Fiscal Assistant

Summary:  Provides direct assistance to the Fiscal Supervisor to facilitate the routine operations of the facility.

Essential Duties and Responsibilities:  include the following.  Other duties may be assigned.

Payroll/benefits:

  • Verifies and assists employees with completion of employment and benefits enrollment forms. 
  • Calculates amount of employees’ paycheck deductions for benefits and resolves discrepancies.  Enters payroll data into accounting software.  Prepares employee payroll.  Prepares payments for payroll taxes and completes associated reports.
  • Maintains records of employee leave, medical expense reimbursement and other reimbursements.
  • Produces benefit, payroll, leave and expense reimbursement reports.
  • Maintains files of employment and payroll forms and documentation.

Accounting:

  • Compiles and sorts documents, such as invoices and checks, substantiating business transactions.
  • Verifies and posts details of business transactions, such as funds received and disbursed, and totals accounts to computer spreadsheets and databases.
  • Reviews vender invoices, researches discrepancies and prepares checks for payment.
  • Prepares vouchers, invoices, checks, account statements, reports, W-2 1099 and other records, and reviews for accuracy.
  • Enters revenue and expense information into accounting software for various agency programs.
  • Reconciles bank statements.
  • Monitors accounts payable and receivable to ensure that payments are up-to-date.
  • Inputs data to financial data processing system according to company procedures
  • Assists employees, vendors or clients by answering questions related to accounts, procedures and services.
  • Extracts and distributes budget and financial reports information from computer software monthly.
  • Assists in preparation of annual operating budget and multiple program budgets.
  • Maintains accounting files and records.
  • Maintains office supplies inventory
  • Assists fiscal supervisor as required.
  • Make bank deposits, deliver reports, etc.
  • Previews OAA provider units and invoices then forwards to appropriate Program staff.
  • Assists in audit
  • Keeps LR deferred income and prepaid accounts up-to-date
  • Assists with local resources grants preparation and reports

Accountabilities:

  • Process employment and benefits forms with 93-96% accuracy determined by 100% review of files annually.
  • Process payroll, employee reimbursements, and leave records and reports with 96-98% accuracy determined by random review of checks and files.
  • Enter financial information and transactions into various computer systems with 96-98% accuracy and timeliness, determined by random review of entries.
  • Maintain files of documents to support all financial transactions, to be determined by random review of files with 96-98% level accuracy and timeliness.
  • Prepares accounts payable, with 96-98% accuracy, determined by random review of files.
  • Assist fiscal supervisor as requested, with 96-98% accuracy and timeliness.
  • Ensure 90-95% staff satisfaction with customer service received, to be determined by survey.

CARE Coordinator

Summary: Coordinates and ensures compliance of the Client Assessment Referral Evaluation (CARE) program for optimum customer satisfaction.  Provides and collects initial customer contact information for optimum customer satisfaction.  Provide information, education, and support to older adults, persons with disabilities, and their caregivers who seek assistance in making self-determined, informed choices about their short and long-term care needs, completing referrals to community service providers as necessary.  Completion of functional assessments for Nursing Facility placement as needed.

  • Ensure compliance with KDADS CARE contract, in accordance with JAAA policy
  • Provide technical assistance to all assessors and staff
  • Maintain all files and reference materials while preserving the confidentiality of the customers at all times
  • Maintain positive relationships with providers, case managers, customers and their families
  • Submit monthly reports i.e. CARE Monthly Report to fiscal
  • Prepare and submit CARE Efficiency Report to In-Home Services Program Manager, and supervisors.
  • Cross check Jayhawk internal database with KAMIS to verify all assessments entered correctly
  • Reconcile KDADS payment with Jayhawk internal database to verify all assessments & travel expenses paid correctly
  • Review CARE units reported in Jayhawk internal database to corroborate assessor billing with assigned and completed CARE assessments
  • Assist with monthly billing reconciliation and data entry for CARE, ADRC, Case Management, Caregiver, and In-Home Services as needed.
  • Complete intakes for CARE Assessments as needed
  • Complete CARE Assessments as needed
  • Complete training on topics related to enhancing skills related to Information and Referral including knowledge of community resources and skills to enhance work with individuals specifically 15 hours of continuing education annually to include specific training regarding Traumatic Brain Injury, and the Independent Living Philosophy
  • Assist with maintaining current referral resource information

Administrative Case Manager

Summary: Provides application assistance with KanCare applications for individuals qualifying functionally for HCBS FE, PD, BI (Home and Community Based Services, Frail Elderly, Physically Disabled, Brain Injury) waivers and PACE (Program of All-Inclusive Care for the Elderly) programs as determined by ADRC functional assessment.  Serves as liaison between KanCare Clearinghouse, KDHE, and the individual applying for HCBS or PACE program.  Provides information and referral services as necessary determined by customer need.

Intake:

  • Assure customer meets functional eligibility for HCBS FE, PD, BI or PACE prior to providing Administrative Case Management Services.
  • Assure customer signature on Referral and Acknowledgement Form
  • Daily logging into JAAA customer tracking system of all activity completed

Application Assistance:

  • Determination of where customer is in the KanCare Application process
  • Assist as needed with completion and submission of KanCare Application as well as supporting documentation needed.
  • Assistance with gathering and submission of needed documentation for HCBS waiver program
  • Assure customer signature on Facilitator Release
  • Daily logging into JAAA customer tracking system of all activity completed

Liaison:

  • Regular monitoring and follow up with KanCare clearinghouse and KDHE as to progress of review and approval of KanCare application
  • Completion of satisfaction survey with customer within 10 days of date of KanCare application determination
  • Daily logging into JAAA customers tracking system of all activity completed.

Case Manager/Assessor

Summary: Help customers maintain their freedom to live as independently as possible by providing case management services for optimum customer satisfaction.  Provide information, education, and support to older adults, persons with disabilities, and their caregivers who seek assistance in making self-determined, informed choices about their short and long-term care needs, completing referrals to community service providers as necessary.  Completion of functional assessments for HCBS Medicaid waivers and PACE. 

Essential Duties/Responsibilities/Accountabilities:  Duties and responsibilities as required by business necessity may be added, deleted, or changed at any time at the discretion of management either formally or informally via verbal or written communication.  Scheduling, shift assessments, and work location may be changed at any time, as required by business necessity.

  • Provide Case Management services to individuals age 60 and older
    • Manage heavy caseload
    • Complete all assessments and other documents as required by state regulations and agency policy
    • Interview clients and family to determine needs and resources using information regarding medical, social, financial, and psychological factors that contribute to clients functioning
    • Contact community resources on behalf of client and make appropriate referrals
    • Perform follow-ups to determine quantity and quality of services provided
    • Complete all state required education and maintain 15 CEU hours annually
    • Attendance at case manager meetings and staff meetings
    • Work time is to be tracked using a daily unit sheet in 15-minute increments, not to exceed 40 hours a week
  • Provide Options Counseling service to individuals, caregivers, and professionals
    • Assess the physical, social, emotional, and financial situation and needs of individuals considering nursing facility placement, those currently residing in nursing facilities, and those hospitalized awaiting discharge via a person centered interview in order to learn about the person’s values, strengths, preferences and concerns
    • Advise the individual of agency, community, and informal supportive services in order to assist with future planning for long term services and supports (Planning)
    • Assist with referral as needed and the explanation of applications for publically funded programs. (Access to community supports)
    • Assist in the development of a written action plan, where applicable, to serve as a guide for future work with client.  (Collaboration with individual to develop action steps)
    • Conducts follow up to assure that clients received needed information about services and are satisfied with the help received.  (Follow-up)
    • Document client related activities based upon policy and practice requirement
  • Provide functional eligibility determinations for Shawnee, Jefferson, and Douglas County residents
    • HCBS Frail Elderly, HCBS Physical Disability, HCBS Brain Injury, PACE (Program for All-Inclusive Care for the Elderly)

Education and/or Experience:  Bachelor’s Degree in a Human Service field or other appropriate degree as determined by the ADRC contractor; and at least one year experience with a human service agency
